So far, this is a qualitatively new project for Russia, operating in a small number of cities. It was most widely and successfully implemented in the capital, so let’s use Moscow as an example to consider all the features of this card, the benefits for the young holder, as well as important points regarding its design.

Project "Student Social Card"

They appeared among schoolchildren already in 2014. There are two main tasks for such an instrument - to be a kind of business card for the child and a convenient means of payment. The card not only allows you to quickly identify a child if necessary, but also helps him pay for subway travel, school lunch, and additional courses. This eliminates the need for parents to trust him with cash pocket money. All the money they put on the student's card is stored on it in the form of points. Parents can monitor in real time where and how much their child spent.

Also, this personalized plastic social card is an important multifunctional tool - from paying for metro travel to receiving discounts in stores specifically for schoolchildren. Any student (regardless of the place of permanent residence) who is studying full-time at an accredited state organization that implements the following programs can receive a student’s social card:

  • primary, basic and secondary general education;
  • secondary vocational education.

Applying for a social card in Moscow is absolutely free.

Using a student's social card

Let's figure out why a student's social card is needed:

  1. Payment for travel in the metro and suburban electric transport.
  2. Use on a par with the compulsory medical insurance policy in medical institutions.
  3. Payment for calls in MGTS payphones.
  4. Access to a full range of banking services: crediting funds (scholarships or pocket money), non-cash payments, payment for housing and communal services.
  5. Receiving social benefits and discounts at more than a hundred points selling various goods and providing various services.

Additional features at school

A student’s social card will come in handy both in the subway and at school. With its help the following is possible:

  1. In educational institutions where the "Passage and Meal" system operates, the card is used by the student as a pass to the turnstile. This function helps to track when the child came to school and how much time he spent there. This information is conveyed to parents in any chosen way: via SMS message, email, using request commands from a smartphone.
  2. The social card also helps parents find out whether their child received a reduced-price school lunch on a particular day.
  3. Students can purchase paid school meals using the same card. Parents can top up its balance in the “Electronic Services” section on the Moscow government services portal (MOS.RU). The method of delivering data on the child’s balance and spending can also be selected in this service topic.

Note!

Before you start applying for a social card for a schoolchild in Moscow, pay attention to the following:

  1. If such a card has already been issued for the child by social security authorities, then it is no longer necessary to issue a student social card for him.
  2. The applicant can be either the student himself or his legal representative - a parent, guardian, trustee, adoptive parent.
  3. After the child has received the card, it is necessary to activate it in order to make it valid. This operation is carried out in your personal account on the MOS.RU portal. The card must be activated no later than 30 days after it is delivered to the school or MFC.

  • Students who are not citizens of the Russian Federation, as well as schoolchildren from educational institutions that are not subordinate to the Moscow Government (federal-level schools, private institutions, etc.) are authorized to fill out such an application at the MFC office - the “My Documents” center.

Content

Moscow schoolchildren are very familiar with the student social card, which allows them to receive many useful and necessary services. Recently, it has begun to acquire increased functionality, like a Swiss Army knife, combining many useful qualities. The owner has in his hands not only a travel card for various types of transport and a bank card that can be used for purchases, but also a medical insurance policy and a pass to the school grounds. Special discount programs have been developed for users, which only increases its benefits.

What is a student's social card?

For socially vulnerable categories of Muscovites (pensioners, students, young mothers), special cards are issued to facilitate the use of various benefits. For students, this applies to paying for meals, transportation, and visiting cultural institutions at lower rates. Such benefits are documented in the regulatory documents of the Moscow Government. In this case, the student’s social card verifies the identity of the holder and, replacing a student card, provides the necessary information about the holder.

What does a student's social card provide in Moscow?

The desire to combine many different directions in one product looks attractive and practical, otherwise the student would have to carry a separate transport pass, a special pass to school, plus a bank credit card. With the new student social card, your pockets are less cluttered and ease of use is improved. Such cards for Moscow schoolchildren have existed for many years, but their opportunities were not as wide as they are now, when with the same card it is possible to go to school or get a free ticket to the theater.

Who is eligible for a social card

Students of Moscow schools can become the owner of a student’s social card. Another large category is those receiving primary vocational (or secondary specialized) education full-time in Moscow colleges, technical schools and other secondary schools. At the same time, the location of the school or college on the territory of Moscow is decisive, and the student’s place of residence does not matter. That is why not only Muscovites, but also residents of the Moscow region and other regions can count on receiving a preferential plastic card if they meet the specified requirements.

Registration of a social card

It will not cost the owner a single ruble to issue a card, but depending on which department the educational institution belongs to, documents are submitted to different places. If the educational institution is under the jurisdiction of the city of Moscow (that is, it is municipal), then the registration of a preferential card is carried out by the city services portal, through which an application with the necessary documentation is submitted.

Students of Moscow educational institutions that are not part of the city funding system (for example, this number includes colleges and technical schools of federal subordination or private schools with state accreditation) need to contact special Multifunctional Centers (MFC), which are located in every district of Moscow, and provide the necessary documentation there. Those who do not have citizenship of the Russian Federation should contact these same MFCs.

When planning to apply for a preferential plastic card, the first thing you will need to do is collect all the necessary documents. Their list will not be large, preparation will not take much time, which is why registration is quick and easy. The main documents that will be required are a passport of a Russian citizen (or a birth certificate for those under 14 years of age) and a certificate from an educational institution. Additionally, you will need a color photograph in digital format measuring 30x40 mm.

How to apply for a student’s social card through government services

An application for a preferential plastic card is submitted through the website with the provision of the necessary documents. There is no age limit for obtaining a card, but for children under 14 years of age, their representatives (parents or guardians) must apply. At an older age, the child can independently perform all the steps to fill out the questionnaire along with registration.

Online application for

The procedure for submitting documents online is not difficult. Once on the city services portal, you need to enter your username and password if you are already registered here, or you can log in using your SNILS number. Having passed the verification, all that remains is to follow the prompts on the screen, entering the necessary information in special windows (for example, a link to a file with a photo) - this filling process is very simple, so it will only take 10-15 minutes.

How to get a student's social card in Moscow

The process of producing a plastic card takes about a month, which is why it makes sense to take care of receiving it in advance - collect and submit documents during the summer holidays. At the same time, the readiness of the social card by the fall will be convenient for schoolchildren, who, at the beginning of the school year, can begin to use transport benefits to travel to their place of study by metro, bus or trolleybus.

Where to get it

The method for obtaining a finished card depends on how it was issued. If you submitted documents to the Multifunctional Center, then after a month, you should go there with an identification document and a tear-off coupon, which is issued when submitting an application. When registering online through the government services portal, a ready-made student social card will be issued at the owner’s place of study - this activity is carried out by a specially appointed person.

In addition to the card itself, the owner receives a manual for use and a PIN envelope intended for access to a personal account. It is necessary to take into account that if a bank account is opened at the same time as the card is issued, the ability to work with it is previously blocked. This is done in order to exclude the possibility of unauthorized access, and if you plan to use a bank account, this option should be unlocked in the future.

How to activate a student's social card

Within 30 days after receipt by the user, the student’s social card must be activated. This is necessary to confirm your transport application status and start riding the metro, buses and trolleybuses at discounted prices. You shouldn’t delay the activation process, otherwise, instead of receiving preferential travel, you will have to worry about unblocking the card or filling out the documents again.

The procedure for activating a preferential card is carried out on the government services website, where, having entered your personal account, you need to enter the number and other data indicated on the card (a detailed instruction is on the envelope, so it will be difficult to make a mistake). After this, you should “check in” with the card in the transport network through the metro ticket office or terminals at trolleybus and bus stops - the card becomes activated and you can start using it.

Card renewal

The formal validity period of a plastic card is five years, so even the very first cards issued will be functional until September 2020. There is no procedure for automatically extending the validity period for such cards, because most of the owners will have already completed their studies by that time and changed their social status. If the service period comes to an end and training continues, the owner can apply for re-issue, indicating the reason (“expiration”) and the number of the previous card, then a new social card will be issued.

How to top up a social card

There are several ways to top up your social card for discounted travel on the metro, ground public transport or trains. This can be done at Mosgortrans kiosks (where bus, trolleybus and tram passes are paid for), metro ticket offices or Eleksnet terminals, which are located in all administrative districts of Moscow. Those who prefer more modern methods of service should evaluate the “My Travel Card” mobile application, with which it is easy to top up the balance via the Internet on a smartphone, which is much more convenient than using a terminal.

What to do if lost

If there was money on the card account, then if it is lost, you need to contact the branch of the issuing bank to block the payment application and further financial security. However, the bank is not responsible for all transactions completed before your written application, which is why this must be done immediately. In addition, to restore the card, you need to order a replacement through the government services portal, and during the period of reissue, obtain a temporary travel ticket from the transport organization.
